If I’m in a raid with another Hunter, can we both cast Hunter’s Mark on the boss? Or does one replace the other, effectively allowing only one MM Hunter to get the benefit at a time.
Your Mark only effect you. So Hunter A mark wont effect Hunter B mark.
Hunters mark in SL is gonna he a joke unless they slightly increase the dmg buff to it or just get rid of the smg buff all together for something else favorable
Increasing the damage is the worst thing they could do.
If they’re going to keep HM, they need to change it to be a utility spell.

To actually answer your question, Hunter’s Mark is not mutually exclusive on retail, nor will it be in SL. Multiple hunters can cast it on the same target, each one benefiting from their own and none of the others.
And yes, moving it baseline is hot garbage in SL.
We do not want the damage increased, because we’ll be balanced with 100% uptime in mind. The stronger the damage buff it provides, the weaker our damage on unmarked targets (ex. rapidly-dying adds, or AoE). Ideally, we want it to provide zero damage bonus.
When you see Hunter’s Mark and it says “increas[es] all damage you deal to the marked target by X%”, instead think “decreases all damage you deal except to marked targets”, because that’s how it mechanically functions. Our damage is balanced assuming it is active (else we’d be far and away the best single target in the game), and thus our damage against unmarked targets is instead decreased by the bonus the mark provides.

People call for buffs to something without understanding the concept of the highest potential output.
It can be very problematic for the remainder of the kit.
As above, there needs to be 0 damage increase attached to HM, and have it only as utility.
Hunter mark should not be on gcd that help a lot.
I also want Hunter to have a group utility buff like they have in classic. 
Why even have it, then? We’ll just macro it into everything, and at that point it’s simply a passive damage increase that doesn’t work in AoE and requires macro slots.
Some of the suggestions for Hunter’s Mark are group utility. Example, having it act as a non-stacking duplicate of the monk physical damage debuff, or providing the group with, say, 1% leech or 10% increased range for all attacks against that target.
Because you still can still place it before you can start combat and you don’t want to start shooting yet.
I use Hunter’s Mark all the time in Classic and used it a lot when it was available to BM hunters. I even had to switch to MM a few times when there was some rogue causing havoc in Alliance territory. I am very happy to have it back in BM.
But what does that matter if we can apply it automatically via macro with every attack? Who cares about placing it before combat at that point? What benefit is it providing, other than a graphical effect? Even if your first shot is an instant attack, the Hunter’s Mark from the macro will apply before it deals damage.
It allows stealthed targets to be revealed before the need to attack. You can plan and get set up and not have to worry about the thing going in and out of stealth.
Right, so niche usage in PvP only.
This is why I want the damage portion removed entirely, and it just to have utility effect (the stealth see, and a second effect useful in PvE, like some leech, a bit of a range increase on that target, etc).
Incidentally, if you macro it in (which you probably would, so you always have the benefit), it can easily be pulled off that rogue you want to keep track of while you burn down his healer. If it lacks a damage buff benefit, you can keep it on the rogue without nerfing your DPS.
