since shamans got a reworked raid buff I think it would be good to also rework the hunter raid buff
Hunting Party: Blow a horn to sound the hunt and grant a target ally 2% haste and an additional charge to offensive abilities with a cooldown of 2 minutes or more. If the target is in your party or raid, all nearby party and raid members will be affected.

Aspect of the Hawk would be fine enough. But maybe to Nature/Physical damage.

“Pack tactics” - Name pending
Every 20 seconds apply a random 1% increase to haste/mastery/crit or versatility. Lasts 60 seconds. If a buff is already active, same buff cannot proc again. (for example if you got haste buff, it cannot proc while it’s active)

honestly all they have to do is make it execute damage instead and it instantly feels way better and more relevant.
I don’t remember the math exactly but it had been said at some point that if it was BOTH it’d be okay? but yeah at least just making it execute would make it way more relevant… TBH idk why it isn’t an aura effect instead of a single target thing that costs a GCD?
Why isn’t the hunter buff a “allies deal 5% more damage to enemies below X HP” ?

Yes and no. Hunter’s Mark needs usage in AoE to be viable in M+. Numbers-wise, it’s currently an additional 1% on any bosses starting at 100% HP - which is very weak compared to any other raid buff. With the last 20% added, it’s an additional 2% overall which is okay at best. In M+, this often is even less for just boss and occasional priority mob damage if you can squeeze it in before a pull as its value diminishes very quickly.
My suggestion is that the marked target has a 30y debuff aura causing the marked target to take some increased crit damage and increase damage taken of all enemies within 30y either by 2% or 5% for the first and last 20% HP. It seems like it’s well received in the Hunter feedback post.

Skyfury is a raid buff and is very powerful.
So maybe like…
“Hunting Party: Blow the horn of the hunt to grant a target ally 2% haste and 10% bonus nature damage when damaging targets below 35% health. If the target is in your party or raid, all nearby party and raid members will be affected”
Sky fury isn’t even the reason a shaman is brought due to low uptime

so the feedback I’ve been getting is my original idea was too strong.
I think it’s OK for things to be strong. if it was just a 3% haste buff and that’s it, that would probably be good enough? (as in… you would always want a hunter in your raid group no matter what?)
It wouldn’t be too strong. It would literally be the most broken thing in the game.
You generally want one in your group already.
