Yesterday I noticed that when I'm inside(doing the WQ/mission) and near(while looking at its direction) Corlain Aviary in Drustvar, regardless of my graphics settings I suffer from a huge FPS drop.
This drop is in between a drop from 92/80 fps to 19-23 fps. I don't recall suffering this with other characters in this zone before, but I can't really recall at the moment.
Yesterday I opened a bug ticket where today I got responded by a GM:
I checked that zone on a couple computers here, and all seem to have the same issue with huge FPS drops in the Corlain Aviary regardless of graphical settings, so this definitely isn't just you.

I would like to add a +1 to this. I have a solid 100 fps directly outside of the area. Enter it for a world quest and instantly drop to 10. I have tried this without running any addons and with a cache/wtf clear. Leaving the area instantly shoots me back up to 100+ fps.
I had this problem today as well and it sent me down a rabbit hole thinking my GPU was dying and trying to fix it.
Can confirm this - I was worried if there was something wrong with my GPU.
Enter Corlain Aviary and the game becomes a mess (hovering at around 17-23 frames)
Same thing happening here. Went from 60+ fps down to 12 and it was miserable to try and complete that WQ with how many mobs were there interrupting my falcon.
Recently something with Drustvar zone is just killing server latency. Massive lag is affecting the entire zone, and not other zones. Things are especially bad just north of Corlain, in the raven cage town, where even the most powerful computers are slowing to a ~20 fps crawl. General chat is full of people all reporting the same issues. It's made leveling and doing WQs in the area a huge pain.

I did notice that my GPU usage in the area dropped down to about 5%, where I normally hover around 40% on a 980ti @ 1440p 7/10 settings 4xAA

Having the same issue. From ~45 fps just outside (and ~60 at Arom's Stand where I observed performance afterwards) to 12-18 fps inside the aviary.
The strangest part is that I did not observe (by eyeballing) any drastic resource consumption, be it the CPU or the GPU or RAM or disk.
Having this happen today for the first time as well. Going from 100 FPS to 20 in this area.
This issue happened a couple weeks ago as well and disappeared after a few days.
Drustvar in general today is super laggy. The beach head quest for the tortollan has albatross still flying at the turtles even after I clearly hit them with the scroll blast.
Why has all of this not been addressed still?
Yep, lag is bad and general chat is filled with people having issues. The super high respawn rate of the mobs in the falcon WQ area around Corlain is not helping matters either. It's at the point where the respawn is almost instant for the hexed falcons. Not a good place to be.
