While I never checked, I never seen anyone talking about twinks or seen a twinked out toon.
My thought is, with SOD and other seasonal modes, people are not spending the time / money to twink a character they can not keep forever.

Nobody twinks in SoD. “twinking” as a concept across all versions of the game is pretty dead.
I’d make one if SoD was permanent like someone mentioned above. If classic + with regular new content was released, I’d have several twinks
it literally does not exist and probably will never exist. this alt is stuck at 39 with literally no real use because 300-level tradeskills were increased to level 41 and were never rolled back to level 35 after P2 or P3.
in theory, adding Behsten & Slahtz might generate some low-level PVP, for the level 29 bracket in particular. but I’m not confident that that would even happen.
why twink when pvp at 60 is like playing in twink brackets?
Outside of 19 twinks. 29 and 39 will both wear mostly BFD gear if not fully. We had enough pvp at low level brackets during their phase I think people just gave up on twinks .
