powers are pretty, but how much or a contender is it in dungeons and raids?

They are always in a good spot but people give them a hard time. Everything is viable if you study and sim yourself. Play your shaman and work at it
Community I think still has a stigma around them. But, if you have good rIO score and iLvl, I feel you should not have problem.
good ele/enh shaman will do more than enough dmg in pve. its just in high key M+ you need more than dmg and the utility shaman bring isnt part of the meta, although there are some shaman in the high key brackets. in raids they can do more than enough damage too, ppl just base things on world first setups and shaman again dont exactly fulfill the niche to be a mainstay for WF races. outside of WF, shaman are perfectly capable of doing mythic raids. any spec can do heroic raiding
