Pretty easy fix, though blizzard doesnt want to do it cause stubborn. Allow cross factional PVE content. Doesnt require any removing of the factions whatsoever. Also allows for more groups to form and much quicker for raids and mythic dungeons. PvP and warmode you can keep the factional divide.
