A guildie turned 120 and he hasnt done the cloak yet. Anduinn in Stormwind doesnt give any quests for him. He’s been to Nazjatar. What else he gotta do?
Needs to complete the intro at nazjatar before Anduin shows him the quest

In the capital city there should be a orange quest marker to pick up a quest called “Return of the Black Prince” or something along those lines.
For horde is was from valeera close to the portal room.
