Im trying to make a Twink on Alliance and don’t see the guy where it says he should be in Stormwind Keep. Do you have to be max level on a faction for him to appear or did something change in pre patch or he get moved? Never played alliance.
He is a rogue in stealth. I haven’t checked but no reason he shouldn’t be there.

Ya hes not there for me. Im looking at that exact spot. Im guessing I need to progress in a quest? No one is in the war room.
You might be phased, make sure you don’t have any quests in stormwind keep to do, expansion intros usually do that.
That character is a lvl 9 bank character that I believe only got to that level doing legion prepatch invasions so I didn’t do any quests. However, if you just came from the new leveling xp things could well have changed.
Yeah this is a new character. I just turned 19. Its my highest alliance character. I didnt have any quests active at the time. I even tried picking up and dropping the main war campaign quest. Picked up a chromie quest line now etc.
Edit: Looks like Purpleline might have been correct I was either phased or needed to do the first part of the main quest by going to Kul Tiras. Some other Quest markers were fading out when entering the building they were located before that too.
