There is some buff that I cannot cancel that makes me a moonwalking green stealthed ghost in the middle of Valdrakken at all times.
is this a bug?
I don’t think you can.
Sadly you can’t but might as well type /dance to embrace the moonwalk.

It’s a Dreamsurge buff—and the event is happening in Thaldrazsus this week, so you get the buff even in Valdrakken.
The buff changes every 30 minutes, so it should be over soon.
