How do I actually start these quests?
The NPCS don’t offer anything.

This weekly quest is offered by Speaker Kuldas (was Gnawbles)
“Gearing up for Trouble” is obtained at Gundargaz in the Ringing Deeps.
“Spreading the Light” you just go to Hammerfall, nth east where the"Spreading the Light" icon is and do activities there as indicated by the quest icon.
to get quests there you have to light lesser keyflames by throwing three radiant remnants into them. Each lesser keyflame lit will cause an NPC to run to a place near it and offer you a quest - in case that’s what you meant by “how to start”
Aside from the quests connected to the lesser keyflames, there are also those connected to the bigger ones.
Speaker Kuldas has no dialogue to respond to thus I can’t start any event.
