How to read/interpret the hotfix patch notes?

Very confused on what these notes mean:

Restoration Druid core passive

  • Effect #13 Apply Aura: Modifies Damage/Healing Done
    Value: 4422%
    Affected Spells:: Regrowth, Deft Touch

Does this mean a 50% nerf to regrowth? Or is this just to the cast time reduction of the Deft Touch talent?

Well it does say it modifies damage/healing done.
I don’t know how it would affect Deft Touch, but you can probably get a better answer on the class discord or specific class forum than on the general discussion.
