If you are talking about the stuff sold by the transmog Ethereal, those are purchased with a currency you can earn during the Trial of Style which is a micro-holiday event that happens once or twice a year.
The good news is that the outfits you can buy with the currency are not unique looks. So, you can look up information on them and farm up the lookalike pieces from various sources.
