Can’t be dispelled. Since it delays damage on the target, you can cc the evoker in order to make it much more difficult for them to get back to full. If they use it on themselves, you can either keep pressuring if you’re able to maintain uptime, or just hard swap if they’re getting away, cause now they don’t have their main external cooldown anymore and will probably have difficulty dealing with that.
No it isn’t like thorns in the sense that it will do damage to you if you are hitting target w/ time dilation. If you’re using details dmg meter it appears as damage they are doing but that’s not actually the case. It’s damage they are taking translating into a dot on themselves
