If you have an outlier, something that’s over performing compared to the rest of the game and other player choices, you can:
A: Bring the outlier down to specifications
Or
B: Raise all the other player choices up to that specification and then also re balance the entire game for everyone’s additional power.
Then end result would be the same. But one choice takes a lot less work.

That is not how you outlined the sides.
If a class is 2% better, the top players will gravitate to the spec, it’s a min/max thing. Look at raiderio and you’ll see many, many of the seasons the top 50 is often the same tank/healer class if not overwhelmingly so.
That said it feels like there’s more of a difference than 2%. I’m fine with classes rotating into the spotlight, and shaman were due, but it’s too early for it to be this imbalanced.

It’s easy to say they really screwed up with this expansion, I mean making the heroic queue locked to mythic track kinda killed my desire to do dungeons for one example. Idk if anyone else is getting this but every time I use the group finder or happen upon a group for a world boss my game crashes which has made me nervous about trying LFR. I’m so focused on killing zekvir for a void blimp I’ve neglected leveling alts as well… Dornogal is a laggy mess… idk I may just say to hell with the void blimp and quit if the anniversary is also a laggy mess at this rate as I’m not having fun of late

A good way to tell you’ve hit the nail on the head in these forums is the trolls with imaginary friends at blizzard come out and march up that hill to die on for blizz. They make concerted efforts to devolve the comments section down to their level of degeneracy to derail the great talking points you make, and bury any useful discourse.
It’s easier on their under-staffed balance team if they only have to focus on like 8-12 specs instead of actually trying to maintain any semblance of balance in 38 separate specializations, which are all now modified with a total of 39 hero trees.
To be “balanced”, they would need to look at all 76 versions of classes (2 hero trees per spec) and manage to both balance the hero talents properly for the kits of both specs, and also manage to make them about equal in performance.
Not to defend them, because it’s both their own fault and nonsense to me that the imbalance is so ridiculous, but it is a lot to parse out, and from some of the numbers we are seeing in tuning, they don’t seem to know how to parse those numbers and give meaning behind why they are functional.
Fury keeps getting nerfs despite middling damage, and seeing their performance only when looking at a very narrow window of their profile. Outlaw saw a nerf despite every single person looking at the numbers knowing we both had zero damage coming from tier initially (it’s still dogwater, 50k gain single target over crafted 636 pieces) and all of our damage is front-loaded as we don’t scale well with stats that aren’t Vers.
Some of the class balance and class design team just literally does not understand how the numbers they are working with interact in a meaningful way. They don’t play the classes they are in charge of. They throw darts at a board and slash the damage of whatever top 4 abilities are doing damage in the logs, and call it a day. And right now, it seems like some of them are doing it just to give themselves less work-load. Don’t have to balance what no one is going to play if you nerf it, right?
And, to be honest, we’re lucky half of this is even playable with as little time went into a lot of these hero trees.
