move anything is also another good addon. i still tend to have issues but i have had more with blizz move.

How to move Cosmic Energy bar?

I find that gritting my teeth and clenching really hard like Im trying to pinch a loaf works well enough

Every time I move the Cosmic energy when I log out it moves back to its default location. Is there a way to make this permanent? Had to download BlizMove addon to even move it as I couldn’t find it in Bartender 4 or Spartan UI.
