So just ask the Primus to create something that turns Bolvar and the Four Horsemen into the Lich Parliament or the Lich Council or something.

I know you’re free from forging weapons for Zovaal.
I know we reforged the helm of domination into the crown of wills.
I know we’ve taken back the Shadowlands and restored the afterlife.
But y’know it would be good if we could enslave more corpses for the sake of good this time.
I don’t see it happening through previous methods but I can imagine new methods of raising the dead.

I don’t remember the exact details, but there were some rogue faction of Scourge that were making DKs in Cata in the Eastern Plaguelands. At the very least they had the ritual to make the dwarf into a DK. I could be misremembering a detail but from what I remember they were doing a specific ritual.
Why can’t the bronze dragon flight just send us into an alternate timeline so we can steal frostmourne and the helm of damnation?

If LFD can be warlocks, we don’t need to think too hard about introducing Drac and Earthern DKs.
An entire race of zealots for the light to the point they are literally infused with the light for their devotion can just turn from that and embrace a polar opposite magical force without any hint of narrative consequence screams a way bigger deal to me than just saying “Bolvar still has enough DK making juice” or “the 4 horseman are a higher caliber and can do it” or even "hey with this domination helm shard we found and thanks to our knowledge of lich magic we have the means to make only worthy dead champions DKs still
Plus who cares about LOOOOOOOOOOOOOOOOOOORRRRRRRRRRRRREEEEEEEE anyway? Not when we have spreadsheet dorks to min max our talents down to the fractions of a percent and hyper optimize raid boss strats you should be expected to know and have mastered before the raid even launches anyway.
