I made a lot of my 40 mount money running up and down the coast of Tanaris fishing pools. A lot of them spawn as floating wreckage where you can loot boxes containing bolts of mageweave or runecloth which can be sold on the AH or vendored. You can also get the occasional green item. Green quality weapons at that level vendor for usually a gold or more. You will also have lots of stonescale eel pools which sell decently on the AH as they are used in raid consumables. I started doing it at 38 and most of the coast is safe to fish on since the turtles are neutral. You can safely fish further south at that level around the pirates too if you are careful. Just watch out for the ones working under the grounded ship and on the dock nearby.
