Tier sets 14 (HoF/ToES) and 15 (ToT) from MoP may fit the bill.

You can get the cone hat with the red scarf from either revered or exalted with shadow pan, the QM is in town long steppes.
As for the armor, it may take some piecing together.
If you want a more plain cone hat without the scarf, you can be honored or revered with the Tillers in valley of four winds.

If you Google it there’s sets that people have built with random gear pieces. I’m not currently wearing it, but I have a set as well. Most Monks I know do.
Most important piece to get is the Shado-Pan hat from the quartermaster in Townlong Steppes. After that a lot of different dark red pieces look good with it.

You can get the dude’s hat as a mog piece. The rest you have to more or less piece together on your own. However, there are really good Shado-Pan looking mog sets in the game. I think one of them is from cata questing greens.
