I hadn’t checked the docks, I’ll give a look there. I had gone to the Vash’jir flight point by flying from the coast, but like others, saw no quests on the ships or the island. I even swam down and swam around but the NPCs I know give quests weren’t talking. 
I’ll have to try the docks and then maybe the hero board. It’s so weird that something so simple can be so – problematic.
Checked the shaman at Earthen ring who had every quest but that one, but as some had suggested, I went to the docks and bingo! There was the pickup quest. Haven’t ensured it works yet (can’t do that until tonight) but I’m betting that’s the bunny that will get me started.

There is a portal in Stormwind.
The portal is not useable unless you’ve done the quest. That was the issue.
Can confirm this is the answer. Sent an alt there tonight and picked up the quest. He got zapped to Vash’jir and was given the quest to earn his sea legs (water breathing and faster movement). Easy peasy.
