I just recently completed the broken shore scenorio and finished armies of the legionfall but still can’t get hand of fate quest! Can anyone pls help me? I need to unlock those cool void elves. Thanks

You can pick up the quest from Khadgar back in the Violet Citadel where he will give you the quest called “The hand of fate” and that should start up the questline to get on the vindicator to get to Argus.
