I have the cloak on my alliance main but have no clue how to get it on my horde alts now. I was told there is a skip and you can get it in about an hour but no idea where to start it/which quest.

If I recall you need to complete Uniting the Isles (get friendly, or was it honored, with the three main factions) and unlock Nazjatar. Then you’ll get the quests that lead to the Halls of Origination and from there it’s straightforward.
