start questing in elwynn as soon as possible, level in the eastern kingdoms asap.
You will probably still have to farm cloth, but cloth from revered to exalted is easier then starting at friendly
run to northshire abby. If you plan on being something that a human cant be, like a shaman, then it will be difficult but not impossible. You can pick up flight paths and set your hearthstone along the way from azuremyst isle. You will most likely only be revered by the time you hit 60, so you will need runecloth.
Does the rep amount decrease in TBC if the quests are not level appropriate?
I believe it begins to decay over a certain level for the starting zone
yes if the quests are green then you still get max rep gains, but if they are grey its reduced to a small fraction of the rep. you can probably level both zones and still maintain green status on the quests. you could also just buy a pvp horse, it will no longer require a rank 10 title. just some pvp marks and honor. That’s if youre just all about that horse life, draieni look dope on tigers too.
The PvP horse is the one I want.
But do I need rep for riding that horse too?
Nope, just the honor and marks. They changed mount training to be the basic training for 40/60/70 so as long as you have the 300 riding skill you can ride the horse

Yep. If you want a specific faction mount like the brown charger or the nightelf sabers you will need the rep to buy the mount.
Pvp mounts are merely gated by marks and honour
