I want to get someone there to play with them, I think they’d enjoy the scenery, and I want to explore with them.
I want this area to be their introduction to the game.
I don’t want them to have to do any crazy hurdles to get into the game.

I don’t think you can.
I think Portals will not work for them. Maybe a Warlock Summon could get them there - I’m not sure - but the quests willl not show until level 10.
Without Chromie Time, the zones will have their natural levels, which I think are 40, or 35.
Even at level 10 in Chromie Time, the main campaign quests in Jade Forest will not be offered unless you have done the airship introduction.
A brand new account will not have the option of starting in the Pandaria starting zone Wandering Isle either. You have to break out of Chromie Jail before you can start a character anywhere but on Exile’s Reach.
