How to get Aspects token of merit

I’m confused about how to get these I was told there is a quest by the vault but Ive gone there on 3 toons and the guy doesnt have a quest for me?

The quest by the vault is for your weekly Catalyst charge. Aspects Tokens of Merit are the currency you earn by choosing not to get an item from your vault. Make sure you have at least 3 selections from your weekly vault, so you get the maximum of 6 Aspects Tokens for the week.
