I have a lightforged Draenei that I leveled through Legion, since I hadn’t done that before, then went to Shadowlands… I would like to do some of the BfA dungeons and achievements I haven’t done, but I cannot find any way to start BfA. I try to port to Boralus and it sends me to an empty Stormwind throne room. I have checked and as far as I can tell I am not on any of the known quests that cause Anduin to not be there, I have checked the Heros Herald, nothing, nothing on the Call Board, nothing in the harbor, even checked Chromie. I am stumped. Any help would be appreciated.
Would a mage portal be a work around while you wait to figure out what the issue is?
Check the Wizard’s Sanctum in Mage Quarter which is the portal room.
Might have to pick up the starting quest though, i’m not sure at this point.
Try the Hero’s Call Board in Stormwind. Should be something there talking about a war council in SW Keep.
Oh, I see you checked that already. Then I think there’s an NPC standing next to the one by the main auction house that starts the quest.
If neither of those, then maybe just go straight to the keep and look in that little side room off to the left of the main entrance.
Also, you said you talked to Chromie, but make sure you’ve returned to the current timeline. I think there was something causing issues with that and starting the BfA stuff when Chromie time was first introduced.
Yes, the solution is to talk to the guard next to the board in Stormwind, as the board itself may not have anything BfA related.
(Even if you start out the BfA intro questline by meeting Jaina at the docks and doing the Battle for Lordaeron, for some reason you will come up empty with no breadcrumb quest, and you won’t be able to proceed even if you go to Stormwind Keep to check out the quest markers there. The only way to get to Boralus through questing is to talk to the guard next to the board.)
As others said - there’s a guard next to the Hero’s Call Board in Trade/Dwarven District that should offer it.
Make sure you have Low Level Quest tracking turned on in the minimap settings, or you won’t see it unless you hover over them.
I have talked to BOTH the guys next to the Call Boards, neither had any quests, even with low level quests turned on. Then I tried the suggestion to accept quests from the Call Board, which I did until my quest log was full, nothing for BfA. When I deleted some of the quests, they were just back on the Call Board. I have never been so frustrated in this game. It is maddening and I have no idea how to deal with it.

Did you finish the quests related to the Battle for Lordaeron?
One is called “Battle for Azeroth: Hour of Reckoning” and the other is called “Battle for Lordaeron”.
You can skip the actual scenario, and still receive credit for the “Battle for Lordaeron” quest. You may have to talk to the NPC named Captain Angelica.
If by some chance you have already done this, the next step (which has no breadcrumb) is to pick up the quest from the NPC next to the board, then head not to the throne room but to the petitioner’s chamber on the left side of the hall for the “Tides of War” quest, where Jaina will show you a memory of a sailor.
The quests involving Anduin have been removed for lore reasons, so you have no need to find him in the throne room (despite the yellow quest marker appearing on the map). My guess is that you need to finish the Battle for Lordaeron quest, or head to the petitioner’s chamber in Stormwind keep. (The council may take a few seconds to phase in.)
Remove yourself from time walking, talk to Chromie and ask to be brought back to the present then either take the boat to Boralus in the harbor or try the portal in the mage quarter.
