I have a item level of 340 and I cant seem to figure out where to get a better helmet. basically all my items are over 340 and i got a few 370+. My helmet on the other hand is 281. I just dont get it. any suggestions on where I should grind? I am a outlaw rogue.
The way to do it is through World Quests, Emissaries, Warfronts, Dungeons and Raids. All of these are a bit RNG on if you’ll get a helm, but WQs (and Emissaries) are probably the least RNG of the ways to get it. Search through all the available WQs and look for ones that drop Azerite Armor packs and hope that a Helm comes out of one.

If your guild doesn’t have a raid team, start one. Everyone will love your for doing it and you’ll get better gear eventually.

Definitely keep an eye out for emissary boxes that reward a random piece of Azerite gear. Those have a 1 in 3 chance of being a helm.
Your other best bets (with the highest grind-ability) would be random dungeons, and running the Warfront scenario when it’s up for your faction. Just run it over and over until you get a helm out of it.
If you’re raiding in any capacity, even if you’re only raiding LFR, do a little research and find out which boss(es) drop a helm for you (you can open the Adventure Guide using Shift-J, then navigate to the “Raids” tab and select “Uldir”, then click the treasure chest tab to see all possible loot drops). Make sure to pick up your two reroll tokens from the token vendor every week, and use them on whichever boss(es) drop a helm for you if they don’t drop it normally.
Raid is once-per-week-per-difficulty though, so there’s less advantage to that particular method overall unless you’re doing that with a regular team.

Draw a circle on the floor, place scented candles, put on looped recordings of ETC, then pray…pray really hard to the RNG gods.
You forgot the part where you sacrifice a gnome.
There must always be a gnome sacrifice involved when praying to the RNGods.
