I think it is absurd to think that any of the 200+ devs at Blizzard are “lazy”, or that anyone sets corporate policy as “let’s be a lazy corporation”. Remember, Blizzard is not a person and has no emotions. Let’s be real and not fantasize.
But I agree that Blizzard doesn’t “want” to balance servers. That is their official policy. You want them to balance servers. But they don’t. In their opinion, that is not something they “should” attempt to do. That is not “lazy”.
Recently, Blizzard offered free transfers to move away from 5-hour queues to log in. In a recent blue post, Blizzard said that free transfers were not working. They offered them, but almost no players accepted them.
So apparently that isn’t a “tool” you can use in your balancing.
To be fair, “lazy” is a euphamism for “cheap”, as in “blizzard doesn’t want to spend any money on this project”.

I say the servers with layers are already split. Put all the paid transfers on one layer and the OG players on another layer. Keep an eye on faction balance of each layer and population. If it all checks out, split the server.
Blizzard claims the transfers aren’t the problem with the servers needing layers, but I call BS on that.
If it wasn’t for the 3 months of transfers we wouldn’t have had a 2500 queue when other players decided to resub after being stuck in quarantine.
I know if at least 1300 characters on my server that came from others if their entire guild are all transfers. 6+ horde guilds of 150+ players and similar situation alliance side. That number alone is enough for a medium pop server.
You can check the raid log aggregate on ironforge pro website. All the big good balanced servers were climbing in population while the unbalanced messes that blizzard created have declining populations. You can just look at the numbers, 300-700 new characters logged in a public raid log every week for the last 3 months. Whats even more interesting? The population has leveled off now that the servers are locked and transfers aren’t allowed.
