Yeah that would factor in big time. The pool of players is a lot smaller at 2400 than at say 1800. Spec also plays into it. Blizzard try to not have double ups in lobbies, so playing an enhancement shaman is going to have an easier time finding a lobby spot than an arms warrior at all ratings.
