You want gear balanced around an activity that’s essentially dead that attracts very few players. A broad premise of social contracts is we do things which affect the most people impacted.

Because that part is a moot point. Heals and tanks have always had to deal with people berating them but their numbers are still down from dragon flight where it was very easy to find tanks everyday as opposed to now. That’s why.

Im a healer every single expansion until this one. I switched to dps because healing sucks and not tanking either because I dont want to invest all my freetime developing routes and skips and researching packs for efficient forces % in order to play, when I can just go dps.
People who want to tank, go ahead. Hasnt been a huge problem in previous expansions.
Just telling me “hey be a healer” doesnt address the reasons I stopped wanting to heal in the first place.
I personally dont want to lose 15 lbs per dungeon and ruin all my clothes by turning them yellow from sweating profusely in order to barely keep people alive on every single pull.
Healing sucks this expansion and the sheer amount of work required to invest in being a successful tank, planning routes, skips, forces %, knowing which packs are the best for forces has been a hard turnoff for most since BFA. Its only worse now that you need to learn every spell that every single monster casts in every single dungeon because if you dont literally plan around using defensives perfectly you just die, which typically leads to group wipe/failed key.
Much easier to just go dps and not have to worry about all the overhead and energy expenditure. These days you can only do like 2-3 m+ as a healer before you need to be done for the day because its so mentally and physically taxing. It’s literally a workout.

Gilded crests are literally required to upgrade “heroic” gear which literally drops from Delves.
Heroic really shouldn’t drop from delves either, but 636 crafted with embellishments are absolutely some of the best pieces in the game.

I also didn’t say I’m necessarily against balance or tuning changes, but your reply sort of implies that I am.
A large part of why there aren’t as many tanks and heals is player behavior. For 20 years people have acted terrible to others who were trying to play these roles.
People generally need to be less antagonistic, less of a loose canon, more forgiving of mistakes, especially in queued content, and lower M+ keys.
People aren’t going to want to take on the extra responsibility and effort to play those roles if they get berated when they’re first trying it out.
That’s all I’m saying. It’s not a controversial opinion to say that poor player behavior has led to fewer tanks and healers at every point in the games history.
636 gear requires a whopping 90 crests to craft, is capped, and already drops from +8, as well as the insane cost to actually craft a max quality item itself using only the best resources/materials.
It’s not that big of a change and addresses the issues spoken about by Ion in his interviews, where people who do delves have no incentive to run lower mythic dungeons in order to learn which is leading to a drop on m+ participation.
Therefore, if they want things to change, they will need to make changes. If there are no changes, nothing will change.
Easy solution there: Delve difficulty is increased or rewards are decreased.
