People on the PTR are saying you can use the appearance in the barbershop on a character that does not have the staff, as long as it is an appearance of yours.

That is great news, and is certainly what we hope for. For your toon that must have this though, it is best to be safe and be sure you have it.

Also, the equip effect is amazing if they will not remove that (i.e. actually wearing the staff). Equipping the staff itself is nice for old content (or similar) since that automatically switches to fire kitty when in combat.

I think the toy will function just fine in SL, but have not tested.
