How to enter superbloom event

i just hit 70 and trying to do dreamsurge quests. trying to do superbloom. i finished the first chapter and the first 2 quests in the enter the dream storyline that it says all i need to get to access it.

i stood next to Clarelle 30 min before the quest starts. i read he gives you 2 quests that you need to participate in the event. Clarelle never offers anything. when the event starts he moves off. what do i need to do to enter this evant and get the quests needed to enter the event?

It is a world event that starts every hour and lasts about 15 - 17 minutes.
For example 8:00 - 8:17
If you try and do it any time after that 15 - 17 minute time frame, you have to wait another 40 or so minutes for it to start again.
Or are you talking about some other superbloom event? As that is the only one I know of.

Just follow Superbloom and help him out and you are participating in the event.
