I did the quest chain on main got the wraps…I thought that’s all was needed to get the skip for alts…
I’ve not tried an Alt yet but assuming you have and there is no skip?
Did you get the achievement after doing the intro quests for the cloak?
That’s all you need. Go to Locus-Walker, turn in quest, get next one to open portal, go through portal, turn in quest, the skip will be on one after that.

So I got the skip and skipped it on my alt- but it didn’t give me the cloak. It just threw me out into Taz with no quests and no idea what I needed to do.
BAD DESIGN.
Log in, and accept the popup window quest.
Fly to Dornogol town hall turn in quest, accept next.
Take portal to Tazavesh city, skip cinematic.
Turn in quest.
Open quest dialogue with big quest giver and select red text to skip and confirm at prompt.
Fly over to quest icon on map, talk to guy and say I lost my Reishi Wraps to get yours, then apply the 6 strands, and purchase fiber/gem.

You go to where you got the cloak on your first character and pick it up.

I did this yesterday and have no memory of what floating rock this was on…
Center left on map…small island rock.
Overlook Zo’shuul. It’s the tiny little island.
Google is usually pretty good when you want to know things right away.
Forum complaints is pretty good if you don’t want a solution to your problem, but rather vent and scream into the void.

Once you’re through the portal just skip everything and fly straight to Hashim and complete the “A Skip Through The Void” quest. The quest awards the cloak AND your choice of a free fiber.
If you chose the skip intro content option given by Om’en, you have to purchase your first fiber.

and don’t forget the 2nd part of asking Hashim enable your cloak before you leave. 
Why is that even a thing? The cloak should be enabled from the start.
Enable? I just got the cloak, put a socket in and upgraded it. Did I miss something?
There’s the part about getting it “powered up” to use with the window that has a list of linear choices, kind of like hero talents.
ok yea that’s the upgrade part to get the ilvl higher.

Get Gem
Socket it
Upgrade it using the talent tree

It should really TELL YOU THIS! I got put on my alt and had no quest m, nothing highlighted and absolutely no idea what I was supposed to do or where I should go.
It took me about two hours of dithering about completing random quests until I finally found out how and where to get the cloak.
There really should be a better system for this.
On your alts first trip through the portal, there is a quest that pops up (“A Skip Through The Void”) but in every instance for me there is a cinematic that begins to play that overrides that quest pop-up. Once the cinematic finishes, the quest pop-up is no longer there, but if you open your map to show all of K’aresh, you should see the ? quest turn-in for it out at the Overlook, which means the game auto accepted the quest for you but it doesn’t log it into your quest log, so you have no way of knowing what happened unless you open your map. I tested this on 10 alts.
Blizzard needs to drop the cinematic or rework the quest. If you accept the content skip quest from Om’en, you lose the free fiber to slot into your cloak. If you instead just fly out to see Hashim and turn in the “A Skip Through The Void” quest, he offers the cloak AND your choice of one of the 4 fibers for free. Then fly back to Om’en and accept the content skip option to unlock flightpaths, WQs, etc.
