Accepting the quest now, and where you meet the war council in Stormwind Keep is not happening for me. I walk into the room and nothing is there.
Any idea of how to complete it in 10.0?

I have the same problem. Looking at lots of non-answered threads appears to give no real answers, and does show there is an issue. Of course it will never be fixed as most bugs I know of are reported for years with no resolution. Maybe I am just officially stuck now unable on one of my toons to progress. YAY
I’ve run into this a few times. It usually involves simultaneously having another quest that in some way phases the throne room area.
You might want to check your quest log to see if that might possibly be the case. You may need to either complete or drop the conflicting quest.

i’m pretty sure you’ll find this isn’t a bug.
you’ll have another quest phasing the area.
…just need to find which one it is.
after you make sure you have no other quests altering the throne room, leave, /reload, and come back.
There were quite a few expansion starting quests in that room. I wonder, if trying to complete some of those that are visible would clear out some of the phasiness.
Good day, i know this is about 2 years late, but having just struggled to figure out why i couldnt get to the horde side of BfA, I might have figured it out and will leave it here for those who come after me. I was horde and had switched my pally to ally. I had everything but the portals to silithus and Nazjatar and i couldnt use the ship to get to the horde continent. So there was a quest in the keep. That quest was in the room to the right of the throne. Magni was the quest giver and that said to go to the heart. I accepted that quest, used the portal to uldum and flew there. Now since the pre-quest to War Within also used the heart of azeroth, i had to complete those quests first, then go back to silithus and do the quests that told me to go to the heart and talk to magni. After completing those quests, that is when i went to the board in sw and talked to the guard and took the Tides quest. Went to the first room on the left as you enter the keep and walked to the wall directly infront of where you walk in. At first, it didnt seem to appear but as i was about to reach the wall, it phased. At that point i was able to complete the opening quest for BfA.
