Blizzcon 2 years ago they said that the content was made with tomb gear in mind. Only challenge that actually was tuned with tomb gear in mind was the tank challenges. Rest were doable otherwise - for the most part.
They never said heroic level gear was minimum. I still hold that heroic Tomb gear was over geared for the challenge.
They said that it was tuned for heroic tomb in mind but it wasn’t the minimum certainly. In execution heroic tomb was certainly not the minimum ilvl after everyone got their artifact weapons maxxed out.

Honestly, time sensitive stuff in games other than seasonal items is stupid. What is the point of taking content out of a game once it has already been put in?

Because they were made for the current iteration of classes that was to be completed within that alloted time.
So should they take old raids out of the game then too? They were made for that current iteration of classes made to be completed during that current expansion.
Nope. Because what was told to everyone that would be removed was Cutting Edge and Ahead of the Curve. Not the raids themselves.
My point is that it being made for a current iteration of classes is not a reason for it to be taken out of the game. Removing achievements vs removing content are two completely different things. Removing content from a game doesn’t make sense.
Except it does when they specifically made the challenge like Mage Tower for the current class design + legendaries in the game. I’m not interested in Blizzard trying to balance old content for the sake of retaining some sense of challenge. I’d rather they design a new challenge and have newer rewards for them.
Except they did just this when they released Classic.
classic isn’t a single piece of content though. If they make progression servers that go back through the expansions that would be completely different though.
This whole concept is how they could bring back every old challenge.
It was also part of the proposed solution to eliminate ever needing any level and ilvl squishes ever again.
I’m sure it wouldn’t take but so much effort on their part to implement some type of forced ilvl cap. They have done this before so applying this to different content isn’t going to take up major amounts of development time from any new content.
but again, is the dev time worth the investment? Likely blizzard won’t be willing to do it for such a small portion of the playerbase wanting to do the stuff again. Mind you this is coming from someone who ABSOLUTELY loved doing CMs and mage tower. My biggest problem with mage tower was how I couldn’t go back and do it again even though I had already completed it on a character.
