Surge only twice until you pass the 4th ring, after that you should have 4 banked vigor, and can surge forward pretty often and maintain enough vigor to beat the time.
This “conserve to 4 charges then spend a long time fast” strat works almost any time the timer seems short. Uldum, durotar, winterspring, etc.
