It was Zul alone. All the jockeying for influence with the outer world the Zandalari had done in game was Zul’s plotting, without Rastakhan’s knowledge or sanction.

If I level a Zandalari, I plan to pretend to be an agent of Talanji or her faction, investigating rumors of Zul’s misbehavior.
