I’m not a veteran at PvP but I have been doing it for quite some time, and one thing that I’ve never really understood was when I should use a single target stun (ie: Storm Bolt). I’ve theorized a few scenarios of when I should use it. For example:
Scenario 1: Locking down the target for a burst damage setup, like Storm Bolt > Any extra damage or CDs I have to increase damage > Kyrian Spear > Bladestorm
Scenario 2: To secure a kill on a target who is low so they can’t use CDs or Heals to avoid the confirm. I’ve struggled with this but it’s worked from time to time.
Scenario 3: Throw it out there as an attack to confirm damage, or on a healer to stop them from healing their target so I can confirm damage and possibly force CD spells.
All these scenarios have their strengths and flaws but I’m wondering if either one is better than the other, if there are any scenarios that I haven’t listed here that are better use of single target stuns, or any ways to maximize the value I get out of these uses, as well as any other feedback or ideas that might help.
depends if you are playing with the same people or just pugging randoms all the time, what bracket you are in, and what cc your team has. as a warrior in 2s stunning kill target as your healer cc the off target is a pretty straight forward way to go about it

I’d say that usually it’s to get damage to stick. If you press Warbreaker then you get disarmed, they use mobility, etc. Bolt into warbreaker then spear kind of prevents or at least delays that.
There’s also using it to enable your teammate to get cc, for instance you can storm bolt the healer so that they’re unable to dispel your ret paladins hammer of justice on the dps that you’re attacking together.
You kind of go into most games with a plan but stuff can change, and maybe you bolt the rogue to prevent him from disarming you while you finish off the mage or whatever.
There’s also countering their own setups, like you bolt a warrior on his warbreaker or conqueror’s banner then use your own, or bolt the healer trying to cc your healer so you can cc their dps and healer, etc.

All the scenarios you listed are good, they have different places in the game depending on how the match is going. No right/wrong answer here, just a matter of “depending on the situation, one of those is useful”.
Also don’t forget that stuns can help prevent damage too, if absolutely necessary, by peeling for a healer or another dps.

If you are playing 3s with a Hunter, your ranged stun lines up with trap really well. Bolt trap healer cc on enemy healer with kfc damage on something will win you games. There aren’t many comps that can survive two of those in a row if you can pull them off.

you have a pretty good understanding
i generally apply use stuns either as stops, to cross, or for goes
or if someone’s about to get off a cast i’d rather them not use to save someone

What if I’m playing Random Queue Arenas because I don’t have anyone to queue with (Nobody I know plays WoW lol). My teams are usually disorganized and my teammates don’t often text chat. What’s the best scenario then for bolt?
stun the person you want to kill and fullsend it and hope they die in the opener, really

For fear shout, what’s a good failsafe if my teammate decides to attack the guy feared
never play with them again because that’s really dumb unless you were using it to interrupt
if they’re gonna zug the wrong target, stick yours unless you see a good swap opportunity
