I’m leveling a Shaman this time, and I’ve already determined that at level 30 I am going to swap over to Cataclysm because apparently it is THE Shaman Expansion. But the actual Cataclysm-specific zones don’t start until level 30.
But how should I spend level 10-30?
Should I go to WoD and set up my Garrison?
Should I do BFA as a Kul Tiran (would it be awkward?)
Pandaria for the beginning story?
Should I just do the vanilla world zones?
trying to avoid Legion cause it’s what I always do and I’ve done Legion on like 5 other characters.

Vanilla wow zones, since you will be going into Cata for the rest. The vanilla zones offer a smooth transition into Cata than say if you did WoD then Cata. But that’s for immersion sake so besides that, whichever you think is fun.

Technically all of Azeroth is Cataclysm content
I like to Timewalk BC for the first few instances while doing vanilla zones. Getting a Ramparts, Blood Furnace, Slave Pens, and Underbog will get you a good way to 30

I was going to say to go do the Burning Crusades stuff. Lots of cool shaman quests there.
I always do WoD. You can hit 30 by just doing the intro and the first zone
Was going to say legion because of cool class halls stuff but you’re specially saying not that.
I would just start in Cata at 10 and make it all about main continents.
Beware of WoD. I just started there yesterday and now I’m going to have to switch. There’s some known bug that’s at least a year old that makes you crash and your character get stuck in the phasing between your garrison and the north west portion of the zone.
(this is assuming the character is Alliance)
As a shaman, I’d wonder what race. If it’s a pre-MoP shaman:

Mulgore > Stonetalon Mountains > Southern Barrens > Stranglethorn Vale > Un’goro Crater, Burning Steppes, or Blasted Lands if you need more levels. Tanaris can serve as a cool transition into Uldum.
Always skip the goblin areas, unless you’re playing a goblin

After completing STV you can make a cool RP that you cross the sea and end up at the Malestrom, and enter Deepholm
WOD is not only fastest but the Garrison is actually useful if you ever want to go back and do older content for mounts/items - especially during Winter.
Download All The Things.
Look for zones that still have quests and/or mog that interest you
Do those zones.

oh, it’s Kul Tiran. I don’t like playing super short races and KT was the only other non-beast/monster/alien race than can be Shamans.
this is what I decided on. plus I haven’t spent any real time in the updated Vanilla zones anyway.
What’s cute is that when you’re doing the BfA intro, and you talk to Jaina before getting on the boat to Kul’Tiras, you have a unique dialog option of “Take me home” that’s only for Kul’Tirans.
I leveled mine in Northrend, Legion, and Kul’Tiras, personally. I stuck to areas with ocean thematics, like Aszuna and Howling Fjord. Partially to tame sea creatures, I’m a BM Hunter with Dire Stable.
