How often do people see loot? How rare are the rares?
I would use the term rare loosely here. They are almost always there when you go look for them. Rare here pretty much means you have one shot at the special item they drop per cycle. Not like a rare from classic wow where you are camping for days. Out of the batch, usually at least 1 drops their special item and a few I get armor pieces from. RNG, spin that wheel.
The rares respawn within a minute or two, so they're pretty much always up. The drop rates on the toys and pets doesn't seem to be too low, I think I'm only missing two pets and three toys at this point.
The mount drops seem to be a lot lower. I've only gotten one so far, but I'm just alternating between killing them on a horde toon, then doing them again on an alliance toon two weeks later. If I had more alts that would up the odds quite a bit.
The gear drops are fairly frequent, I think if I kill all the rares I usually get three or four of them.

In my experience (I missed the first couple of warfront cycles but have farmed the Arathi rares several times on several characters), the rares aren't rare. They're almost always up and respawn quickly after they're killed. The exception is the statue looking one that spawns towards the north after you kill the 4 elementals. She only spawns after those 4 rares are killed, but she announces in red when she spawns so you can see she's up where ever you are in the zone.
As for loot, some of my characters have been luckier than others, but so far I've always managed to get at least three 340 pieces from killing all of the rares. *knock on wood* I've also gotten several of the pets and mounts and toys, and several duplicates, even.
I created macros to track the spawn points with tomtom coordinates and then delete the waypoints after I kill each one so I can make sure to get them all each cycle.

Yeah rare spawn doesn't mean anything today. Back during the Burning Crusade and Wrath it was a completely different story. If you wanted the achievements for getting those rares back then you had to work at it - and be pretty lucky since they would be spawned like once daily.
They are rare in the same sense today's open world rares are rare. As for loot...its all rng... sometimes I can get 4 items...sometimes only 2

you are fairly lucky then. i did all of the rares and only got sliver of azerite on every kill on this guy. i was trying to get some fast gear, with no luck.
as far as pets and mounts, i think the pets are very high drop rate, but the mounts are very low as you said
I killed all the rares last week and IIRC, got two pieces of gear, a mount and a toy. A solid haul IMO.

This is usually what I get on average on each of my characters. If I'm in a group of 3 or more, at least one person seems to get a mount (except me).
It is sort of hit or miss. I’ve killed all the rares and got nothing. I’ve killed a 4-5 and had a pet a mount and an armor piece drop. Rng is rng.
But the chance at loot only resets once per warfront cycle. Specifically when your portal opens and you get the mob kill quest there. You can kill them any time in the next three-ish weeks before the next reset, but you only get loot once in that cycle.

The so-called rares are just quest NPCs from vanilla. They're not rare at all. Play Classic next summer and you'll see them all the time.

It's sad how Blizz whatever down what rare means in their game.
