How people do to their items can carry gems?

i just saw a guy who had gems in all their rings, belt, and even neckle i think

i am aware that sometimes you can get an item with an aditional piece of gem, but that guy has even two in their rings

can i buy something for my rings and stuff can carrygems ?

Yes. You can buy an item that adds 2 gem slots to your neck & each ring. They’re around 1k gold each on my server. I can’t remember the name of the item though. ><

For the rest (Head, Belt, Bracer) you can either get lucky or get sockets through vault
