Most of my DPS time is spent with thunderclap and shield slamming, then dumping leftover rage into ignore pains.
When should I be throwing out revenges? When ignore pains are capped out?

Since sustain was nerfed heavily I use Fueled by violence talent so you heal for 110% of deep wounds. Revenge applies deep wounds. So you should be using Revenge at the very least for Aoe and for Sutain in large pulls.
Then as a filler rage dump since you already take seismic reverb talent because of Tclap in mountain thane.
It’s at the bottom of your prio list. If you don’t need IP / block, cast Revenge.
Pretty much it’s a great filler though especially for mountain thane. Since strategist talent a Revenge can proc Shield Slam if on CD. Which then could lead to more procs of lighning strike or thunderblast.
It’s definitely useful in the rotation but only used when everything else is on CD to fish for procs which cause more procs. Which is what makes mountain thane such a fun play style.
Revenge by itself can also proc lightning strike.
