I’m not sure but it seems every 6 hours just outside Dorn
and is there any indicator besides the icon that pops up…I’d like to know well in advanced so I can do other things
It’s every half hour and it spawns outside Dorn, Org and Stormwind. It also spawns in Undermine when a rare has been killed. There are groups listed in LFG that are doing goblin farming in Undermine.
I’d recommend going to Undermine. It’s goblins everywhere. (no seriously, there’s an almost continuous stream of portals opening somewhere in the zone, at least in my experience across a few visits)

It spawns outside the front gate of Org at the top of every hour. It also spawns at the docks in Stormwind at the top of every hour. Not sure about Dorm or Undermine.
I’m not certain this is true. There are posts on Wowhead and Icy Veins that state the goblins spawn every half hour. But the official Blizzard post states it’s only at the top of every hour. And from what I’ve observed, the Blizz post is correct. But I’m not sure.
I got the 66 goblin kills achievement in a few hours just hanging out in undermine with the mini-map up (portal will be displayed)
