If you spec lava burst spec, you can be a little mana battery for your healers and arcane mages 
I’m not saying it should be equal, but the variance can’t be big. PI doesn’t affect your entire raid though. Other buffs don’t drastically alter healing, tanking, and dps all simultaneously. The closest one that does is mark of the wild which is a fair 3% to dps and heals and 1.5% dmg mitigation across the board. That mastery buff would have to be very small since for some ppl you could be giving them the equivalent of 7 or 8% vers while others are getting more like 2%. There are much better options out for buffs, like crit chance or crit damage, than mastery.
Just change Windfury Totem to be a 3-5% raid wide haste buff and give it to every spec baseline. Give it like 80 yard range and make it last 30 minutes or something.

Two easy ways to buff shaman for PVE would be to have Flametongue Weapon (Elemental) or Windfury Weapon (Enhancement) provide a 3-5% haste buff and make it easier to pick up utility totems like Healing Tide Totem without sacrificing our personal damage mitigation and movement.
