For both PVP and PVE

In PVP I prefer UTB but in PVE I think BRE is better. Mostly because the UTB proc is truly mental and in in PVP the BRE while strong vs plate and mail you don’t really get much from it Vs casters that most of the time don’t have enough AC for that to matter anyway.

so best answer I can give you is… “it depends”
