Title says it all. I’d like to start a hunter again in Classic Era, and I find these kinds of questions / optimizations very satisfying and fun to learn.
Massively depends on your build, and weapons / gear, tho not a whole lot really. I never actually counted every shot. =/
While hunters are one of the safer classes, they typically kill extremely slowly, you will likely use at least 4-6 arrows for a normal mob. While you can certainly speed this up with specials, you will simply exchange arrows for water, and you will find you likely go even slower as you sit to drink.
Use all the arrows / bullets you need - and until 30s you can buy the white ranged weapons from vendor, a lot of them have almost same stats as blue weapons for their level.

as many as you need?
i spend whatever it takes to kill a mob sometimes its just 3 sometimes its 6. just all depends on my gear, type of bullets i have on met at the time, etc…

I played a Hunter since OG Vanilla, and I have never even once considered counting my bullets/arrows per kill.
As many as it takes. Lots of engineers level their trade by making bullets. They’re frequently cheap on the AH, if you have a gun handy.
