Depends on realm, shard whatever. Haven’t seen more than 4, or 5 people doing the dream surges. Enough to get it done but takes forever to get the bar to the point where the boss spawns. Rifts still are getting a decent turnout though. Guessing it is because folks are still working on the rep.
