Was wondering how long the chain is to get to this raid? Or can I just unlock the zone and mossy over there?
Like five minutes for alts, I think.
Talk to Khadgar, talk to Khadgar, fly back up to Dalaran, go to the Exodar.
Well, you have to unlock Argus to be able to get to the zone where the raid is located.
According to a fairly recent comment on wowhead:
"Fear not as you read the opening quest requires you to complete the entire “Broken Shore intro scenario”. If you have already done it on your main, you can skip the long scenario and get it done in a minute:

Accept
Armies of Legionfall from Khadgar at Krasus’ Landing. -
It leads you to
Assault on Broken Shore. Once you accept the quest, speak to Khadgar again to skip the scenario. -
Complete the quest
Assault on Broken Shore.
Now the opening quest to Argus, The Hand of Fate, should be available to you in Dalaran. Speak to Khadgar in the Violet Citadel to begin the Argue quest chain."
I am assuming this is still accurate.
If you have never done any Legion content, you will need to do a scenario in the Broken Shore, start your class hall and get an artifact. You need to get all 5 zones up to friendly by questing. After completing your class hall, talk to Khadgar, who will give you your flight whistle. You will then open the Broken Shore, after which the quest The Hand of Fate will pop. You will have to complete every questline in Argus to unlock all beacons.
