I’ve been considering returning, but I was wondering how the community and culture is in retail. I feel like last I played, all I see is spammers and people offering runs for gold/money.
Is it still possible to make friends and actually be social in this game?

The good communities are in the guilds. Go guild shopping til you find an active one that does the things you like to do in game, be active in their community (including their discord, most treat this as an extension to the guild), and friends will follow.
Just remember that its not always going to be the first one that you join so dont be afraid to keep looking if you don’t find a good fit right away.
