Am a newcomer to Vanilla pve, and getting the three gems drops from LBRS needed to do either UBRS or Blackwing Lair seems really daunting. I don’t see many LFG ads to do LBRS and there seems to be a huge amount of rng in having them drop and not losing need rolls.
Seems like bad game design to have attunement so rng-based- do some unlucky pve’ers not find themselves unable to do higher content? Am tempted to just stick to ZG for gearing and forget BWL. Or is attunement not as bad as it seems?
Those are for the UBRS key, which only 1 person in the group needs. It is generally up to the leader of the UBRS group to make sure that someone has the key.
To get BWL attune you can simply join any UBRS group and click the orb at the end (after killing quartermaster outside).
RNG favors those who never give up.

That’s because the only real reasons to do LBRS is Onyxia attunement and getting the key for UBRS. Gear from LBRS is mostly obsolete given you can pretty much just skip dungeon gear and do a few 20 man raids (ZG/AQ20) instead.
So it’s hard to find a group for LBRS. But there are people who do it. Just keep an eye on the LookingForGroup channel and eventually you’ll catch a group forming for it.
As mentioned you can just find someone else with the UBRS key as only one person needs it and they don’t even have to do the whole dungeon. They just need to open the door. But you will probably want the UBRS key eventually on at least one of your characters as there is some good stuff from UBRS that you’ll use forever such as the flask of the titans recipe and hyper radiant flame reflector recipe.
They happen a fair bit on Mankrik. I actually passed on a lot of gems before I finally decided to start collecting them. If you can tank or heal, it’s generally easy to put a group together. If you’re on Mankrik and can’t do either of those things, let me know, I’d be happy to help, maybe we can set something up. I need to do the dragon part after so it could work out.

… you do want to bring some patience. The runs are easy, and fun if you like WoW dungeons, but sometimes the gem you need doesn’t drop and sometimes someone else wins the roll. That’s just how it goes… you just go again 
I have no doubt this is true if you’re already established in a guild, but if you’re new or can’t do guild runs, then LBRS has some solid pieces that are pre-BiS for a lot of classes. Not to mention the t0.5 requirements, if you’re doing that. My pally got excellent mileage outta that place
