How good is the Shadowflame Tempered Armor Patch embellishment?

Note: Shadowflame-Tempered Armor Patch needs to be attached to a “Flame-Touched” item

  • does it have specific requirements (does it really have to be on a “Flame Touched” mail gear?)
  • other than mail, can it be used for leather?
  • can you have more than one and have its effects doubled in value?
  • what’s the proc rate and does it proc off of spells/abilities and physical attacks? plan to use it on my boomie
  • what’s the dmg per proc?

Apparently it cannot be applied to the engineering wrists, just tried today for my hunter.
